Selbstdarstellung

Gründung

Die Kampagne für Opfer rassistisch motivierter Polizeigewalt wurde 2002 durch die Opferberatungsstelle ReachOut, das Antidiskriminierungsbüro (ADB e.V.), den Ermittlungsausschuss (EA) und das Netzwerk Selbsthilfe e.V. gegründet. Alle Projekte engagieren sich seit Jahren in antirassistischer und antifaschistischer Arbeit.
Motiviert durch die fehlende finanzielle Unterstützung der Opfer hat KOP einen Rechtshilfefond organisiert, der es den Betroffenen ermöglicht sich gegen das ihnen zugefügte Unrecht auf juristischem Weg zu wehren. Denn eine fehlende juristische Auseinandersetzung zementiert nicht nur den Rechtsbruch, sondern steht auch der Bildung einer starken Lobby für die Opfer entgegen. Schließlich führt der (Irr-)glaube an die Systematik der Nicht-Verurteilung zu der allgemein verbreitete These der Mitschuld, wenn nicht gar der Alleinschuld der Opfer, an dem entstandenen Unrecht.

Hintergründe

Es gilt eine Normalität zu durchbrechen!
Menschen, die durch bestimmte Merkmale wie Hautfarbe, Sprache oder eine andere (unterstellte) Herkunft im Brennpunkt polizeilichen Interesses stehen, erleben die immer gleichen Szenarien. Unbegründete Passkontrollen, Aggressionen der Beamten, diskriminierende Beschimpfungen und Beleidigungen, gewaltsame Festnahmen, Misshandlungen und Übergriffe. Für die Opfer ist die rassistische Behandlung seitens der Polizei dabei oft schon zur Gewohnheit geworden. Viele wehren sich nicht: Sei es weil es von vornherein aussichtlos erscheint gegen Polizeibeamte juristisch vorzugehen, sei es aus aufenthaltsrechtlichen Gründen oder wegen psychischen Schäden, die ein Übergriff häufig nach sich zieht.
KOP stellt sich entschieden gegen die vor allem von Seiten der politisch Verantwortlichen vertretenen „Schwarze Schafe“- und „Einzellfall“- Thesen, wonach rassistisch motivierte Polizeiübergriffe eine Ausnahme darstellen, die von einigen wenigen Ausnahmepolizisten verübt werden. Denn das unverhältnismäßige Auftreten der Täter erfolgt auf der Grundlage von Gesetzten, Verordnung etc., die aus rassistischem Wissen und Handeln resultieren und dieses macht- und wirkungsvoll verfestigen: verdachtsunabhängige Kontrolle, Schleierfahndung, Anti-Terrorgesetzgebung und Residenzpflicht bilden nur einige gesetzliche Grundlagen. Dieser institutionalisierte Rassismus findet in der polizeilichen Praxis seinen stärksten Ausdruck im racial profiling. Racial profiling bezeichnet Ermittlungen mittels phänotypischer oder herkunftsbasierter Personenprofile, d.h. polizeiliche Ermittlungen erfolgen nicht nach konkreten Verdachtsmomenten auf Grund von Tatsachen oder des Verhaltens Einzelner, sondern die Vollzugs- oder Ermittlungsbehörden entscheiden anhand von Kategorien wie „ethnische Herkunft“, „Rasse“, „Religionszugehörigkeit“ oder „Staatsangehörigkeit“, wer sich strafbar gemacht hat oder strafbar machen könnte. Trotz dem Vorhandensein von Ermittlungsgruppen mit so bezeichnenden Namen wie „vietnamesische Zigarettenhändler“ oder „Schwarzafrikaner“, leugnet die Bundesregierung die Existenz von racial profiling in der Bundesrepublik mit der perfiden Begründung, racial profiling käme in der BRD nicht vor, da das Grundgesetz dies verbiete.
Dem müssen wir uns entgegenstellen! Die systematische Verschleierung unverhältnismäßigen Handelns durch Anzeigen gegen die Opfer, Einstellungen von Ermittlungsverfahren und Nicht-Verurteilung der Täter muss aufgedeckt werden.

Was können wir tun?

Wir wollen der Ohnmachtssituation des Übergriffs praktische Solidarität mit den Betroffenen entgegensetzen. Dazu bieten die Beratungsstellen innerhalb der Kampagne Betroffenen von rassistischer Polizeigewalt kostenlose Beratung(und psychologische Unterstützung an. Wir stehen dabei parteiisch an der Seite der Betroffenen und unterstützen sie bei den Schritten, die sie ergreifen wollen.
Bei der juristischen Auseinandersetzung, die vielen Betroffenen durch (Gegen-)Anzeigen wegen „Widerstands gegen Vollzugsbeamte“ aufgezwungen wird, unterstützen wir durch Vermittlung von Rechtsanwält_innen und durch Prozessbegleitung. Durch den spendenfinanzierten Rechtshilfefond der Kampagne versuchen wir anfallende Prozesskosten im Rahmen unserer Möglichkeiten mit zu finanzieren.

Öffentlichkeitsarbeit und Kooperationen

Ganz nach dem Motto: „Kann ich’s nicht sehn, ist’s nicht passiert!“ dokumentiert KOP alle in Berlin bekannt gewordenen Fälle von rassistischer Polizeigewalt auf der Internetseite www.kop-berlin.de. Dort findet sich neben der Dokumentation und aktuellen Terminen auch eine Broschüre zum Thema „Was tun bei rassistischen Polizeiübergriffen?“. KOP will Öffentlichkeit schaffen für ein Problem, das unbequem ist. Trotz aller Leugnung und weit verbreiteter „Schwarze-Schafe“ und „Einzelfall“ – Thesen lassen wir es uns nicht nehmen auf Demonstrationen aufzutreten und auf Podien gemeinsam mit den Betroffenen Stellung zu beziehen.
Neben politischen Veranstaltungen fühlen wir uns auch im „Veranstaltungssektor“ wohl: So organisiert KOP seit seinem Bestehen Solidaritätsparties und –konzerte und hat wunderbare digitale Musikträger hergestellt, um den Rechtshilfefond liquide zu halten und ein interessiertes Publikum für die ernste Thematik zu gewinnen. Geleistet wird das alles durch freiwillige und unbezahlte Helfer_innen, ohne die KOP nicht existieren würde.
Um die Debatte aus Berlin herauszutragen arbeitete KOP gemeinsam mit anderen nationalen und internationalen Gruppen im Juni 2007 im Rahmen der Anti-G8-Aktionen im „International Network against Police Violance“ gegründet. Überregionale und internationale Solidaritätsaktionen, gemeinsame Analysen, Prozessbeobachtung und Veranstaltungen zum Thema bildeten den Schwerpunkt unserer solidarischen Zusammenarbeit.

Was fordern wir?

Die Kampagne für Opfer rassistischer Polizeigewalt ist eine bundesweit einzigartige Initiative. Unsere Forderungen aber teilen wir mit anderen! Konkret fordern wir die Abschaffung aller bürgerrechts- und rechtsstaatfreien Räume. Das Instrument der verdachts-und anlassunabhängigen Kontrolle muss aus der Hand der Polizei genommen werden.
Die rückhaltlose Aufklärung rassistischer Polizeiübergriffe und Transparenz der Ermittlungen. Die Polizei muss als das betrachtet werden, was sie ist: eine Organisation, deren Mitglieder staatlicherseits ermächtigt sind, Waffen zu tragen und diese auch einzusetzen. Das erfordert eine gezielte Kontrolle!
Die Dokumentation polizeilicher Kontrollpraxis anhand ihrer Verdachtsmomente. Die transparente und lückenlose Dokumentation der Verdachtsgründe polizeilichen Handelns. Der „Verdacht des Verdachts“ ist für die Betroffenen eine Realität, die endlich aufgedeckt werden muss.
Die individuelle Kennzeichnungspflicht von Polizeibeamten, um sie der Anonymität zu entzieht und damit für ihr Handeln verantwortlich zu machen.

About us

Our campaign for victims of racially motivated police violence (Kampagne für Opfer rassistisch motivierter Polizeigewalt = KOP) was founded in 2002 by ReachOut, a centre for victims of racist attacks, the Antidiscrimination Office (Antidiskriminierungsbüro ADB e.V.), the Investigation Committee (Ermittlungsausschuss EA) and the network self-help group (Netzwerk Selbsthilfe e.V.). For years we have been dedicated to our antiracist and antifascist work. As many victims of police racism, discrimination and violence don’t receive financial support, KOP has set up a legal aid fund.This enables people who have been affected by inappropriate police behaviour to legally defend themselves.

In many racist police incidents, a person may be blamed and charged for causing trouble, when in actual fact that person simply found him or herself on the receiving end of racially motivated police discrimination. Many victims don’t speak out or have the knowledge or possibility to legally defend themselves. This allows certain police officers to act unlawfully and often get away with such behaviour more easily without being penalised. And quite often this also means that police can push the blame onto the victim and make him or her appear guilty of an offence.

Background

What we are trying to do is to brake with patterns that, sadly, have almost become the norm in our society. Some police officers are prejudiced against certain groups of people on the basis of the colour of their skin, their accent, language or supposed background. These groups of people are often repeatedly faced with random and unsubstantiated ID checks, police aggression, discriminatory insults, brute force, arrest and abuse.

For many people this type of conduct has become normality. As a victim, you might not take any action – maybe because you’re worried, intimidated or believe that trying to take legal action against the police is a lost cause. Or you may be worried because you don’t have the right documents.

If a police officer’s racist conduct is exposed, authorities often portray the situation in a way that makes his or her behaviour appear like a one-off mistake that otherwise barely ever happens in the police force. We disagree with this, because the number of times people are spot-checked, secretly surveilled or made subject of anti-terrorist legislation underlines the notion that racism and prejudice are inbuilt factors in our society and law.

Racial profiling is a method used to assess people on the basis of their origin and background. It encourages investigations and convictions based on so-called ethnic origin, race, religion, citizenship, criminal records or the potential of committing a criminal offence, rather than judging people on facts or concrete suspicions.

Even though there are actual investigation groups with titles such as “Vietnamese cigarette dealers” or “black Africans”, the government denies the existence of racial profiling. They say that racial profiling does not exist because it’s against the law. We have to fight against this! We have to expose this systematic cover-up of disproportional and unreasonable action by the police, the dismissals of preliminary proceedings and the lack of sentencing of delinquents.

What we can do to help

We want to offer practical advice and help for victims of racially motivated police discrimination. We can give free advice and psychological support to people in our outreach centres. We provide advice to people and support them every step of the way.

Often the police will press charges against people affected by police discrimination. In their attempt to justify this, they will often use the term “Widerstand gegen Vollzugsbeamte”, which translates to “resistance to an officer” which is an unlawful act. In those cases, we can give support by mediating a lawyer and we can offer assistance throughout the court case. Our legal aid is provided by donations and we try to cover legal costs as best as we can.

Publicity and cooperation

KOP has documented all known cases of racist police incidents in Berlin on our homepage www.kop-berlin.de. Here you can find a list of current dates and also a brochure on “What to do in the event of racist police enforcement”. KOP wants to raise awareness of this issue, which is a topic hat is both uncomfortable and relatively unknown.

Despite the government’s denial of incidents and the widespread use of “black sheep”theories (ie. “this racist incident was just a one-off”) we make a point of going to demonstrations and taking a firm stand to our cause.

We also organise solidarity parties and concerts and have created fantastic CDs to help fund our legal aid and to get more people involved and interested in our cause. KOP would not exist without the help of our un-paid but determined volunteers. We would like to publicise the issues of police racism outside of area of Berlin, so we decided to collaborate with other groups on a national and international level. As part of the anti-G8-action we joined forces in 2007 and created the “International Network against Police Violence”. We work together to share and exchange knowledge and information and to organise joint solidarity action and events.

What do we want?

KOP is a unique organisation in Germany. But we share the same values and demands as others in this country. We want all behaviour that is not constitutional and is not in accordance with civil liberty to stop. We demand the abolition of spot-checks that are conducted irrespective of motive and without substantiated evidence. We want clarification in all incidents of racist police enforcement and transparency in all investigations.

We have to view the police force for what it is: an organisation that by law is authorized to carry and use weapons. This requires a certain level of systematic control!

We demand a proper documentation of the police’s code of conduct and a transparent and consistent documentation of their reasoning and causes for suspicion. Victims are often treated as “suspicious for being suspicious” because of certain stereotypes. This is a reality that people need to become aware of.

We demand that police officers should carry mandatory and visible identification to prevent them from hiding behind a wall of anonymity and thus escaping responsibility and legal action.

La Campaña para las Víctimas de la violencia Policial por motivos racistas, es fundada en el año 2002 a través de la consejería para víctimas ReachOut, la Oficina de Antidiscriminación (Antidiskriminierungsbüro – ADB e.V.-), la Comisión Investigadora (Ermittlungsausschuss – EA- ) y la Red de Autoayuda (Netzwerk Selbsthilfe e.V.). Proyectos que están comprometidos desde hace algúnos años con el trabajo antiracista y antifascista.
Motivados por la falta de apoyo financiero de las víctimas, organiza «KOP» un fondo de asistencia judicial que posibilita a la personas afectadas defenderse jurídicamente contra la injusticia inflingida. Pues la falta de un enfrentamiento jurídico no sólo consolida la violación de la ley, sino que también obstaculiza la creación de espacios de Lobby para la víctima.

Finalmente, la creencia (érronea) en la impunidad sistemática conlleva a la tésis de la culpa compartida, cuando no, a la de la culpabilidad exclusiva de la víctima en la injusticia ocasionada.

Trasfondo

Es válido romper la normalidad!
Personas que por alguna característica, como su color de piel, su idioma o su origen nacional se encuentran como foco de interés para los intereses de la policía, experimentan siempre escenarios semejantes: controles injustificados de pasaporte y documentos, detenciones violentas, malos tratos y agresiones.

Las víctimas se acostumbran frecuentemente al trato racista por parte de la policía. Muchos no se defienden en contra: bien sea porque desde el principio parece inútil proceder jurídicamente contra los funcionarios de la policía, por motivos de derecho de residencia o por los perjucios psicológicos, que a menudo conllevan las agresiones.

KOP se posiciona, sobre todo, en contra de los reponsables políticos que sostienen las tesís de la „Oveja negra“ y del „único caso“, en las cúales las agresiones policiales por motivos racístas se presentan como una excepción, cometida por pocos policías.Pues la desproporcionada conducta del agresor se efectúa sobre la base de las leyes, los decretos, etc., resultantes de convicciones y tratos racistas, que a su vez son solidificados, eficáz y poderosamente, por dicha conducta: Controles de sospechas infundadas (verdachtsunabhängige Kontrolle),Inspección personal (Schleierfahndung), ley anti-terrorismo (Anti-Terrorgesetzgebung) y la obligación de residencia (Residenzpflicht) constituyen sólo una parte de dichas bases legales. Éste racismo institucionalizado encuentra en la praxis policial zu expresión más fuerte en el concepto conocido como «perfíl racial». «El perfíl racial», impulsa la investigación de personas gracias a sus características fenotípicas o a su orígen cultural (perfíl personal), lo que sígnifica que las investigaciones policiales se efectúan sin la existencia de momentos concretos de sospecha ni sobre la base de hechos o comportamientos. Por el contrario, la oficina de investigación decide la realización de éstas, por medio de categorías como «orígen étnico», «raza», «religión» o «nacionalidad», de ésta forma se define quién ha sido sancionado y quién puede sancionarse.

A pesar de la existencia de „grupos investigados“ con nombres típicos como „comerciante de cigarrillos vietnamés“ (Zigarettenhändler) o „negro africano“ (Schwarzafrikaner), el gobierno nacional niega la existencia del „perfíl racial“ dentro de la República de Alemania, con el argumento de que el „perfíl racial“ no ha entrado a la República Federal de Alemania (BRD), ya que su constitución lo prohibe.

A ésto tenemos que oponernos! El encubrimiento sistemático de los malos tratos desproporcionados contra las víctimas, el inicio de procesos de investigación injustificados y la impunidad del agresor tienen que ser descubiertos.

Qué podemos hacer nosotros?

Nosotros queremos, en oposición a la situación de impotencia causada por la intrusión, entablar una relación de solidaridad práctica con la víctima. Por ésto ofrecen los espacios de consejería, dentro de la „Campaña para las Víctimas de la violencia Policial por motivos racistas”, consejerías gratis y acompañamiento psicológico. Éstamos del lado de la vícitma y le respaldamos en las medidas que quiera tomar al respecto. Para el confrontamiento jurídico que muchas de las víctimas son obligados a llevar, por la acusación de “resistencia contra funcionarios”, les apoyamos con la facilitación de abogados o abogadas, como también en el acompañamiento del proceso. A través de las donaciones al fondo de asistencia judicial de ésta Campaña y en el marco de nuestras posibilidades, intentamos ayudar a finaciar los costos de los procesos.

Trabajo público y cooperaciones

Bajo el lema: „No lo he visto, no ha ocurrido!“, documenta KOP todos los casos de violencia policial racista conocidos en Berlin, en la página de internet www.kop-berlin.de. En ésta se encuentra, seguido a la documentación y a las fechas de las próximas reuniones, un folleto sobre el tema „Qué hacer en el caso de un ataque racista por parte de la policía?“.

KOP quiere crear un espacio público para un tema incómodo. A pesar de todas las negaciones y de la amplia intromisión de las tesís de la „Oveja negra“ o del „único caso“, no dejamos de hacer parte en las manifestaciones y en tomar asiento en los Podiums junto con las víctimas.
Además de los eventos políticos, nos sentimos a gusto en el „sector de los eventos“: Por ésto organiza KOP fiestas y conciertos de solidaridad y produce un increible portador digital de música, para así mantener solvente al fondo de asistencia judicial y ganar un público interesante para ésta seria temática. Es un hecho, que sin la ayuda voluntaria y no remunerada de sus ayudantes, KOP no podría existir.

Para llevar el debate fuera de Berlín, trabajó KOP de la mano con otros grupos nacionales e internaciones; en Junio del 2007 en el marco de las acciones Anti-G8 se fundó „International Network against Police Violance“.Acciones de solidaridad supraregionales e internacionales, análisis conjuntos, observación de procesos y eventos sobre el tema, forman el punto fuerte de nuestro trabajo conjunto solidario.

Qué promovemos nosotros?

La Campaña para las Víctimas de la violencia Policial con motivos racistas, es la única iniciativa que se encuentra en todo el territorio nacional.Pero nuestras exigencias las compartimos con otros! Concretamente exigimos la abolición de todos los espacios donde los derechos civiles y legales de los ciudadanos no sean respetados. Los instrumentos de los controles de sospecha y causa infundada tienen que ser retirados de las manos de la policía. Es indispensable también, el esclarecimiento incondicional y transparente de las invetigaciones sobre los casos de abuso y racismo por parte de la policía. La policía debe ser contemplada como lo que es: Una organización en la que sus integrantes, por autorización del estado, están habilitados a cargar armas y también a utilizarlas. Lo que exige un control preciso!La documentación sobre las prácticas de control policial éstan relacionadas con éstos indicios.

Es necesaria la documentación transparente e íntegra de los tratos sospechosos por parte de la policía . La „sospecha de la sospecha“ es para las víctimas una realidad, que debe ser revelada. La obligación de reconocer individualmente a los funcionarios de la policía, es necesaria para acabar con su anonimidad y para hacerles así, responsables por sus actos.

Konto 302 98 04Irkçı nedenli polis şiddetine karşı kampanya 2002’de Mağdur Danışma Merkezi ReachOut, Ayrımcılığa Karşı Büro (“Antidiskriminierungsbüro” – ADB e.V), Hukuksal Araştırma Komisyonu (“Ermittlungsausschuss -EA) ve Özyardım Ağı (“Netzwerk Selbshilfe e.V”) tarafından kuruldu. Bu projelerin hepsi yıllardan beri anti-ırkçı ve anti-faşist faaliyet yürütüyorlar. Mağdurların kendilerine yapılan haksızlığa karşı hukuksal mücadele verebilecek maddi imkanlara sahip olmadıklarından KOP (Irkçı nedenli polis şiddetine karşı kampanya) hakuksal yardımlaşma fonu örgütledi. Çünkü, hukuksal temelde mücadelenin yoksunluğu sadece hukuğun çiğnenmesini onaylamakla kalmıyor, aynı zamanda mağdurlar için güçlü bir destek grubunun oluşmasını da engelliyor. Nihayet, hukuksal olarak mahkum edilmeme durumu, mağdurların kendilerine uygulanan saldırıda payı olduğu, hatta esasta kendilerinin suçlu olduğuna dair yanılgıyı sistemleştiriyor.

Arka plan

Yapılması gereken şey, bir normalliğin yıkılmasıdır! Ten rengi, dil ve diğer (varsayılan) köken nedeniyle insanlar polisin ilgisinin merkezinde olmaktadırlar. Sebepsiz pasaport kontrolleri, memurların saldırgan tavırları, ayrımcı aşağılama ve hakaretler, şiddet kullanarak tutuklama, kötü muamele ve saldırı. Mağdurlar için polisin ırkçı davranışı çoğunlukla kanıksanmış durumdadır. Çoğu kendini savunmamaktadır: Kimi zaman polise karşı hukuki adımların bir şey getirmeyeceğini düşündüklerinden, ya da oturma izinlerinden kaynaklanan çekincelerle veya saldırının genelde beraberinde getirdiği psikolojik zarar nedeniyle. KOP, özellikle siyasi sorumlular tarafından savunulan ırkçı nedenli polis saldırılarını istisnai durum olarak göstermeye çalışan ve bunları az sayıda polis tarafından uygulanan ve sürünün içindeki “kara koyun”, “münferit olay” olarak değerlendiren yaklaşımların kesinlikle karşısında durmaktadır. Çünkü faillerin orantısız davranışları ırkçı bilgi ve edimlerden kaynaklanan yasalar ve yönetmelikler vb. temelinde gerçekleşmekte ve bunları daha da güçlendirmektedir: Örneğin, gerekçeli şüpheden bağımsız kontrol, örtülü soruşturma, anti-terör yasası ve ikamet yükümlülüğü (Residenzpflicht) yasal dayanaklardan sadece birkaçıdır. Bu kurumlaştırılmış ırkçılık en güçlü ifadesini “racial profiling”de bulmaktadır. Racial profiling, tipleme veya kökene dayalı kişi profilleri temelinde araştırmalar anlamına gelmektedir. Yani, polisin olgulara dayanan şüphesi temelinde değil de, “etnik köken”, “ırk”, “dini aidiyet” veya “vatandaşlık” kategorileri temelinde kimin suç işlediğine veya suç işleyebileceğine dair araştırma yapması anlamına gelmektedir. Polis teşkilatı içinde “Vietnamlı sigara satıcıları” veya “siyah Afrikalılar” adlı araştırma grupları olmasına rağmen, Federal Hükümet, Almanya’da racial profiling’in olmadığını, çünkü bunun anayasaya aykırı olduğu sahte gerekçesiyle inkar ediyor. Buna karşı durmak zorundayız! Mağdurlar aleyhine şikayetlerle soruşturmaların kapatılması ve suçluların cezasız kalması yoluyla orantısız davranışların sistemli perdelenmesi durumu açığa çıkartılmak zorundadır.

Ne yapabiliriz?

Biz, saldırılar karşısında aciz kalma durumunu dayanışmamızla engellemek istiyoruz. Bu amaçla, kampanya içerisinde yer alan danışma merkezleri ırkçı polis şiddeti mağdurlarına ücretsiz danışmanlık ve psikolojik destek sunmaktadır. Bunu yaparken biz, mağdurun yanında taraf tututuyor ve onları kendilerinin atmak istedikleri adımlarda destekliyoruz. Hukuksal hesaplaşmada, mağdurlara karşı açılan “görev başındaki memura karşı direniş” gibi karşı-davalarda avukat tedariki ve hukuksal sürecin izlenmesi gibi destek sunuyoruz. Kampanyanın bağışlarla finanse edilen hukuk fonu çerçevesinde imkanlarımız ölçüsünde dava ücretlerine katkıda bulunuyoruz.

Kamu aydınlatma çalışması ve kooperasyonlar

KOP, “Ben görmüyorsam, olmamıştır!” anlayışını geri çevirmek için Berlin’de ortaya çıkan tüm ırkçı polis şiddeti olaylarını www.kop-berlin.de internet sayfasında belgeliyor. Orada bu belgeleme ve güncel duyurular dışında bir de konuyla ilgili “Irkçı polis saldırısında ne yapılmalı?” başlıklı broşür yeralıyor. KOP, dokunulmak istenmeyen bir sorunda kamuoyu yaratmak istiyor. Tüm inkara ve yaygın olan “kara koyun” ve “münferit olay” tezlerine rağmen, yürüyüşlerde ve podyumlarda saldırıya uğramış olanlarla birlikte ortaya çıkıp tavır almaktan vazgeçmeyeceğiz. Siyasi toplantıların yanısıra “eğlence örgütleme sektörü”nde de etkiniz: KOP kuruluşundan bu yana dayanışma partileri ve konserleri örgütlüyor ve hukuk fonuna para sağlamak ve ilgili izleyicileri bu ciddi soruna kazanmak amacıyla çok iyi dijital müzik taşıyıcıları çıkardı. Bütün bunlar, KOP’un onlarsız yaşaması mümkün olmayan ücretsiz çalışan gönüllülerin katkılarıyla gerçekleşiyor. Tartışmayı Berlin dışına da taşımak amacıyla KOP, 2007 Haziranında, Anti-G8 eylemlerinde başka ulusal ve uluslararası gruplarla çalıştı ve bunun sonucu “International Network against Police Violance” kuruldu. Dayanışma ortak çalışmamızda yerel ve yerelliği aşan dayanışma eylemleri, ortak analizler, davaların izlenmesi ve konuyla ilgili toplantıların düzenlenmesi ağırlık noktası oluşturuyordu.

Neler talep ediyoruz?

Irkçı polis şiddetine karşı kampanya Federal Almanya çapında benzeri olmayan bir girişimdir. Ancak, taleplerimizi başkalarıyla paylaşıyoruz! Somutta tüm yurttaşlık hakkına ve hukuk devletine aykırı boşlukların bertaraf edilmesini talep ediyoruz. Şüphe ve sebepten bağımsız kontrol enstrümanı polisin elinden alınmak zorundadır. Irkçı polis saldırılarının sonuna kadar açıklığa kavuşturulmasını ve soruşturmaların şeffaflık içinde yapılmasını talep ediyoruz. Polis ne ise ona o şekilde bakılmalıdır: Devletin, üyelerini silah taşıma ve onu kullanmayla donandırdığı bir örgüt. Ve bu kontrol gerektirir! Şüphelere bağlı olarak polis kontrolü pratiğinin belgelenmesi. Polisin harekete geçmesinin temelindeki şüphe ve nedenlerin şeffaf ve tam bir şekilde belgelenmesi. “Şüphenin şüpheli olduğu” mağdurlar için gerçekliktir, bu nihayet açığa çıkarılmalıdır. Polis memurlarının, gizlenmelerini engellemek ve edimlerinden sorumlu tutabilmek için, kişisel marka taşıması zorunluluğu.
